Why this matters

Emergency lighting is the difference between a controlled evacuation and a panic in a smoke-logged stairwell. It is one of the cheapest life safety systems to maintain and one of the most frequently found deficient during fire risk assessments.

The Regulatory Reform (Fire Safety) Order 2005 requires the Responsible Person to ensure the premises are, so far as is reasonably practicable, equipped with appropriate fire-fighting equipment, fire detectors and alarms — and, by extension, the means for safe evacuation. Emergency lighting is the accepted route to compliance for evacuation lighting in almost all non-domestic and multi-occupied residential premises.

The technical standard is BS 5266-1:2016 Code of practice for the emergency lighting of premises. Insurers and enforcing authorities treat BS 5266 compliance as the evidential benchmark.

Testing regime

Monthly: a short function test of every luminaire and every central battery system. Confirms the changeover works and the lamp illuminates.

Annually: a full-duration test — usually three hours — of every luminaire. Discharge each luminaire from full charge over its full rated duration, then verify recharge.

On installation and after major works: full commissioning test with a photometric survey to confirm design lux levels on escape routes, open areas and high-risk task areas.

The log book

BS 5266-1 requires a permanent record. A digital log accessible to the Responsible Person and the enforcing officer satisfies both BS 5266 and the FSO record-keeping duty. Each entry should carry: date, luminaire reference, test type, result, engineer signature and remedial action.

Choosing a maintainer

Look for BAFE SP203-4 registration (emergency lighting design, installation, commissioning and maintenance). SP203-4 is the third-party certification scheme recognised by insurers and fire authorities and is the fastest signal of competence.

Common failure modes

  • Lithium or NiCad batteries reaching end of life around year 4–5
  • Retrofit LED lamps installed without emergency modules
  • Non-maintained luminaires isolated during refurbishment and never reinstated
  • Test key switches removed, forcing full circuit isolation for every monthly test

When it goes wrong

A failed 3-hour test on more than 5% of luminaires is a red flag. Do not rely on rolling remediation — pull forward the full lamp/battery replacement cycle and reset the annual test date.
